ODSL Executive Board Meeting Minutes, September 2008
 
Meeting was held in Leesburg, 11 September 2008. Meeting was called to order at 7:45pm.
 
Members Present:    Randy Martin, Greg Waldrip, Lisa Wilson, Dave Milne, Karen Klumpp, Tom Lewis
 
Minutes from the August meeting were approved. 
 
Treasurer Report: Approximately $250,000 was deposited which is not yet shown on the bank statement. It will appear on the next statement. All teams have paid, and refunds have been given to teams that withdrew prior to the deadline (except for the $75 administrative fee). Teams that withdrew after 7/14/08 did not receive a refund of the VYSA fees.
 
Registrar: Initial registration went well. The registrars were kept  very busy with the large number of roster changes requested. A new club application was reviewed; however, several key pieces of information were not included (no referee assignor, no fields, no feeder teams).
 
Boys Commissioner: Everything has gone well with only one major complaint. It was stressed that all complaints MUST come from the Club Representatives. Parents should also send complaints through the Club Rep. If a team is requesting action, work with your Club Rep to submit the request.
 
Girls Commissioner: 
  • Tom Lewis was accepted as the Girls Commissioner! Congratulations, Tom!  
  • Tom received a request from a team wondering why they were placed in their current division. The general rule is that new teams will be placed in the lowest division. It is important that teams understand the necessity of providing information to help place their team in the correct division. The competition committee takes those comments into consideration when making the divisions. However, the information must be supplied at the time of application, or at least prior to the close of registration. 
  • A second issue dealt with a team wishing to move their game to an earlier timeslot. Unfortunately, with the number of games scheduled each weekend, ODSL cannot set a precedent of allowing teams to change their game time.
 
Administrator: 
  • Due to the weather, Dave had to reschedule 38/40 games for the first Saturday of play, and 60/165 games on Sunday! Hopefully, the weather will improve for the remainder of the season!
  • 83% of the games completed were reported on-line by the referees; 14 of the remaining 18 games had cards mailed in (these referees did not have access to the internet)
  • There have been many questions regarding the sportsmanship points. Most people felt this is a good item to show on-line; many of the would like to rate the referees. The ratings go from -2 to +2. After the first weekend of games, the overall ratings were as follows: Coaches 1.57; Parents 1.57; Players 1.69. A team’s overall score will be used as the tie breaker for the Randy Rawls sportsmanship awards.
  • If you have any problems with your referee at a home game, then please sent the complaint to your referee assignor. If it is an away game, then the team/club rep should send the complaint to Dave Milne to get to the appropriate person.
 
President: There were two sit-outs owed from last season. Neither player is playing on an ODSL team this season.
 
New Business: The following motion was made and seconded:
Starting in the Spring of 2009, an ODSL player wishing to transfer onto another ODSL team after the season start date (as listed on the ODSL Calendar of Events) and retain eligibility for league play must have had his/her release completed, with required registrar approvals, prior to the season start date.
 
This motion was carried.
 
The Operating Procedures of the ODSL, Registration section (G) will be updated as follows:
From: 
Once an initial roster (Fall or Spring) has been signed and stamped by a registrar, the team is not permitted to transfer any players from other ODSL teams. Transfers from out-of-state or other leagues are allowed until 2 weeks before the end of a season. Transfers between ODSL teams will be permitted between the Fall and Spring seasons starting the day after the last day of regularly scheduled matches and continuing until the end of the day on March 15th. Adds and releases are permitted anytime during the seasons. The transfer rule does not apply to a player who has been properly released from a disbanded ODSL team.
 
To:
